I bet he wrote it himself. Time Lords are known for documenting everything and since he’s the last he probably felt it his duty to document it. That is probably the only thing in the universe that properly documents what happened to the Time Lords, not a soul in the universe knows what truly happened other than the Doctor, the TARDIS and this book. It probably has what he did to them in horrid detail and he’s more likely than not to read it to himself to remind himself why he’s a monster and a terrible man.
